We would like to submit a paper to IEEE ICST 2010 but have missed the
abstract dead line.

Is it possible to submit a paper still?

The paper would be on the development of an international guide on the
development and assessment of measurement software see
http://www.bipm.org/en/committees/jc/jcgm/adhoc_ms.html.

The paper would explain why such a guide is needed, what it would
consist of, progress, how it is being developed and also some examples
using previous work on which the guide is based. The guide is based on
using risk analysis to select techniques and processes to be used in the
development and assessment of the software.
